When does practice file time for the February challenges begin ? 

I always post rule sets two weeks before they officially go live. So, that translates to me posting the next two on January 30th.

Just a heads up that Nutella has stepped down from the Challenge Team and needs to take a break from Sims 4. I want to take this opportunity to publicly thank her for her years of helping the team out. She is a competitor of the highest caliber and always offered solid suggestions for the many rule sets we have offered over the years. Thank you so much for everything, Nutella.

Nutella has shared many brilliant gameplay strategies with the forum and we have all benefited from them greatly.
I've missed her presence on the forum but wish her the very best in whatever she's doing.

I am going to put out a request here for a little extra help in the next week or so - Nutella stepped down from the team a few days ago. Marian just messaged the team and a severe storm knocked out power to her house and she may be without power for a week. And the cherry on top is I am leaving for a week to help my mom who just had knee replacement surgery. So, the bottom line is - the team needs questions answered for the Dynasties and Tournament challenges. @oshizu, @Ricalynn, @sdhoey - I am looking at you guys. But, if anyone knows the answers to Dynasty/Tournament questions and it seems like something has gone unanswered for too long - then please step in and try to help. Thanks so much.

When you calculate the new ranking after more challenges are closed, if a player has participated in more than 3 challenges, does a low score get dropped -- or how does that work?

Lowest score gets dropped once you participate in more than 10 events.
