How to have a birthday party at a community lot?

I'm sure that I've seen birthday parties held at community lots in people's dynasty attempts, but I can't figure out a way to get the birthday cake onto the lot.
How do people do this?

You own the property so that you can put the decorations and birthday cake on it.

For the birthday cake, you can drag it to and from Sims' inventory. You'll need a table on the community lot to be able to place it and use it.

If you want additional items, decorations, buffet table, you'll need to own the property to access build/buy mode.

Or you can cheat. Turning on testingcheats and shift clicking on the lot lets you build/buy.
But obviously this wouldn't be allowed in an official dynasty.

It must be a dining table, you cannot put a cake on a picnic table.

Yeah, because if you go to buy mode on a community lot, the cakes wont even be there as an option.

I did try buying it while in buy mode on the property, as well as having it in my family inventory, but I didn't think of actually having it in my Sims personal inventory.
