Romantic Relationships

I've been having a problem with my romantic relationships in Sims 4. I can't make my sims have their 'first kiss' or 'embrace' when they have a full romantic bar and friend bar. I have tried to do this both using basic relationship cheats and without.
After tell my sims to have their 'first kiss' their arms both went up and down in a flash, and the instruction in their little pannel thing disappeared. However after this they kissed passionately twice of their own accord.
Furthermore, both of my sims did the arm flash thing when I tried to have them ask the other to be their girlfriend/boyfriend.

This sounds like a familiar bug - the "Sims Cannot Propose" bug.

A few suggested work-around tips are:

1. End the other romantic relationships with other sims - if any.

2. Remove relationship then build their relationship back up to where it was.

3. Dismiss the employed Sim and try again.

This glitch or bug may be from trying to marry service Sims, or a Sim that had a previous relationship. It looks like it's mostly fixed, but some are reporting that it isn't fixed.
