Camera stutter

Yet another thread about camera stutter. For past 2 days I was researching this topic trying to find some improvements in my game performance but it only helped a little tiny bit.

My specs are Gf 770, i5 4670k, 8gb ram, win7. Game never even comes close to using 100% of my specs as I am using msi afterburner to monitor it.

Fps is locked to 60 by msi afterburner (I always do that, for all games), and it never goes below 60 as long as camera is still. As soon as I start moving it, it gets REALLY choppy, even more so than shown on the video (as it is freshly loaded game so obviously runs a little bit better than usual).

This is short graph of my fps. This short straight line which is constant 60 fps is me not moving my camera for a second to prove my point.

What I did:

- cleaned sims inventories
- cleaned cache (I have bat file which does it every time game is launched)
- cleaned saves folder
- allowed more ram to be used by the game (it's between 5 and 7 gigs usually)
- every possible nraas mod to improve performance, lack of ANY non-performance related mods, aside from sims shop stuff and awesomemod
- this town is relatively new, I moved my family to riverview from sunset valley and into a new house
- prayed a lot

Sometimes I think it's something in my house that's causing stutter, I tried moving various objects, mainly storage related but stutter still occurs no matter what.

It's normal for the game and it's camera to have some stuttering when zooming in/out and scrolling around, even with having better graphics cards and powerful processors, due to the way the game has been optimized or not optimized as the case may be.
