Yes, Sims 3 and 4 should run on Windows 11.
It sounds like you've tried some of these suggestions below? If so, you might try asking about the issue on the EA Sims 3 forum.
https://forums.ea.com/category/the-sims-3-game-en/discussions/the-sims-3-technical-issues-en1. You might try creating a new Sims 3 folder. Rename the old folder something like Sims3.Bkup. This way you can start with a fresh install of the game. Your installed Store, custom content and mods will be fine in the backup folder.
2. Repair Game Open the EA App > Library > Find Sims 3 and Click Manage > Repair. -- I'm not sure if this is the current way to repair game using EA App. May need to check that? -- I'm still using the disc version of Sims 3.
3. Clear the EA App Cache Files: Click Menu (☰) up top left > Help > App Recovery and select Clear Cache. * Restarting your computer maybe helpful after this step.
4. You might try uninstalling Sims 3, run a registry cleaner such as Ccleaner or Revo Uninstaller to cleanup the files left behind from uninstalling the game files. Free or trial editions of these cleaner tools are fine to use.
5. Reinstall the game and It's content. Open Sunset Valley to see how it loads.
