The general rules for the tournament allow you to add the Book Corral (contains skill books) to the library if you need to.

It depends what you mean. Previously Metro ok'd deleting say, a double bed, and replacing it with a better one. It still counts as one of your 2 items per sim though.

Upgrading an item (without moving it) is fine. Technically, you are changing the item, but I'm not going to get hung up on that.
